The United States has long provided “security” as a global public good, serving as the world’s policeman after World War II. By ensuring that most countries no longer live in fear, and by backing the U.S. dollar with Treasury bonds—the world’s safest assets—the U.S. built a stable international order.
China has benefited greatly from this secure system as a “free rider.” It has never officially expressed any ambition to overturn American hegemony, replace the United States, or take the lead in building a new world order. Instead, China’s strength lies in its 1.4 billion hardworking people and its talent pool. Having flourished with Western capital during its reform and opening period, China is in a good position to contribute “development” as a global public good, complementing America’s role in providing security.
China’s overseas expansion and its competition with the U.S. are inevitably bound to cause friction. But Beijing has shown little interest in seizing the traditional spheres of influence or existing “slices of the pie” held by the West. Rather, China focuses on growing the pie—using supply-side reforms and innovation to create new demand , clear markets and expand economic opportunities at a higher level.
In essence, China supplements rather than subverts the U.S.-led system.
The U.S. and China are like a couple vying for influence in the household: they may argue and compete for the lead, but neither can dominate the other, and their bond is too strong to break. Even if they fight and fall out, they can patch things up again. Their relationship is one of competition and cooperation, love and rivalry, embodying the idea that “the world is one family.” Working together, they can achieve extraordinary things.

中美夫妻纠缠,打情骂俏,天下一家竞合共生
美国为世界体系提供了“安全”保障,如果非要中国在美国二战后构建的世界秩序中扮演一个角色,作为有益补充,中国则应提供“发展”这一国际公共产品。根据2012年以来中国的主流报刊、领导人发言和官方立场文件,中国从来没有提过想颠覆美国的霸权体系、对美国取而代之或在世界新秩序中发挥领导的作用。二战后80年来,美国使出浑身解数使全球大多数国家不再活在恐惧之中,俨然以世界警察自居,与美元挂钩、提供流动性的国库券也成为世界最安全的资产。中国搭便车身处其中、受益良多,所以中国无意挑战美国构筑的安全格局,中国有着14亿勤劳非凡的劳动人民和人才红利,在改革开放被恩泽于美西方的资本后,理应挑过为世界各国谋发展,为全球治理构大同的担子。中国海外的扩张和与美国的竞争,虽然不可避免摩擦剐蹭,但中国并无意过多染指美西方传统的利益蛋糕和存量势力范围,而是更多在增量上做大蛋糕,通过供给侧改革创新,使得需求以新的形态或在更高的水平出清。中美关系像夫妻,难免会争吵,但关系紧密,在争夺家庭话语主导权时,夫唱妻和,势均力敌,谁也别想骑在对方的头上,斗而不破,撕破脸又能破镜重圆,谁也离不开谁,如此夫妻同心,其利断金。中美相爱相杀,演尽了天下一家的韵味。
